MANILA, August 29, 2008 – The Government Procurement Policy Board-Technical Support Office,(GPPB-TSO) signed a publicly bidded contract with the Asian Institute of Management (AIM) for the Project, “Development of Procurement Modular Syllabus Towards a Certification Program for the Professionalization of Public Procurement Practitioners and Functions.” The project will be implemented by AIM’s Center for Development Management (AIM-CDM).
The Project is funded through a World Bank grant of US$300,000 to the Government of the Philippines (GOP), thru the GPPB-TSO. World Bank Philippines Country Director Bert Hofman, said: “This grant is part of the World Bank’s support to the Philippines’ procurement reform agenda. While this grant will empower civil servants, the real beneficiaries are the poor for whom public goods and services are intended. With more procurement professionals in government, the more we can be assured of a fair, transparent and competitive procurement process. This will level the playing field and encourage more legitimate bidders to participate.”
“The Project aims to professionalize the public procurement practitioners and functions through the development of a detailed modular syllabus and materials. The syllabus and materials will form the core of a certification program that, once delivered, will raise the level of efficiency and effectiveness of public sector procurement in the Philippines and help define the career path for procurement personnel. Through the auspices of the Civil Service Commission, we hope that any government staff who successfully completes this certification program will qualify him/her for a position in the relevant procurement or supply chain management unit of the government agency,” said Director Ruby U. Alvarez of the GPPB-TSO.
GPBB is the country's policy making entity and governing body responsible for procurement policy formulation and the implementation and monitoring of effective public procurement reform, thereby promoting and achieving good governance, in general, and transparency, accountability, equity, effectiveness, efficiency and economy in Government, in particular.
