Country Procurement Assessment Report: Second Update
Following the significant progress reported in the November 2003 CPAR Update, this Second Update aims to: (a) record the status of agreed actions and analyze their relevance to existing priorities; (b) benchmark the procurement reform progress against international standards and in the process identify its strengths and weaknesses; (c) discuss and agree on measures to address the weaknesses; and (d) review the status of harmonization and/or alignment activities. This CPAR 2nd Update was also used to identify governance issues pertaining to procurement for input to the preparation of the World Bank’s Country Assistance Strategy for 2006 to 2008.

Country Procurement Assessment Report: Update 
Identifies several emerging priorities including the perception of high cost of some works and goods, and the eligibility of Philippine firms to compete for internationally financed contracts. Significant progress has been made in implementing an electronic procurement system, but further development now needs to be pursued. The new rules and procedures need to be widely disseminated and training given to local governments, the private sector and civil society. The primary focus of the CPAR Update is to identify new activities to achieve these objectives including establishing partnerships and funding requirements for partnerships with international organizations, and to achieve better governance and better value for money.

Country Procurement Assessment Report
An analytical tool, intended to assess the public procurement system, in this case, in the Philippines, and, in the process, generate a dialogue with the Government on reforms needed. This CPAR assessment was conducted from October 2001 to June 2002, and part of an integrated comprehensive Public Expenditures, Procurement, and Financial Management Review.

A Study on Value Engineering  (1.15 MB)
This Report is meant to introduce a system of value engineering analysis on a pilot basis to ensure that designs and cost estimates guarantee best value for money. This is part of the Philippine Country Procurement Assesment Report's key recommendations.

A Study on the Effectiveness of the Philippines' Procurement Security and Guarantee Instruments  (944 KB)
This Report is meant to review the effectiveness of the current bid and performance security and guarantee instruments and recommend alternative ways to protec the integrity of the procurement process while reducing risk of non-performance.
