Discussion Briefs: World Bank Contributes to Development Policy Debate

Discussion Briefs covering a broad range of themes and sectors were developed by the World Bank as informal contributions to development policy debate. These were purposely packaged as concise notes to inform the policy dialogue among various levels and branches of government as well as other development partners.

The themes include macroeconomic and public finance issues, governance, financial sector strengthening, infrastructure and urban development, population, education, health, social protection, natural resource management, and rural development. As such, they provide a broad coverage of current development issues, and offer concrete recommendations for cross-cutting, as well as sector-specific, policy reform and action.

Joachim von Amsberg, World Bank Philippines Country Director says, “These views have been expressed before by many, including the current government leaders. The real challenge is implementing the identified reforms in a timely manner. The World Bank stands ready to support the country during this difficult period through the sharing of international experience and financing for key reforms.”

The Discussion Briefs point out this very difficult fiscal situation but also suggest that there is a window of opportunity to take actions necessary to enter a virtuous cycle of sound fiscal management, sustained growth, social inclusion, and good governance. This is possible through bold policy actions now and in the medium term. In order to achieve more rapid progress and better development outcomes, a reform strategy could be anchored on three broad fronts:

  • Reducing risk and foster macroeconomic stability by building public sector finances
  • Improving the investment environment to increase growth
  • Increasing inclusion of the poor and sharing of benefits
